Bush was president during the Sept. 11, 2001 terror attacks, and he is marking the 25th anniversary of the day that changed America forever by hosting a solemn remembrance event in his home state.The event, called “A Legacy of Service: America at the 25th Anniversary of 9/11,” will take place at the George W. He first used the phrase “war on terrorism” on Sept. 16, 2001, and officially declared a campaign during a Sept. 20, 2001 joint address to Congress, which kicked off the 20-year war on terror.He was elected for a second term in 2004 and retired to Texas with his wife Laura, where the two have maintained a relatively low profile.
