‘Cleaning up the mess’: State Department axes $214 million in foreign grants

The State Department has eliminated $214 million in foreign funding initiatives, reports the Washington Free Beacon, canceling 139 grants that promoted things like “newsroom sustainability” in Moldova, “media diversity” in the United Kingdom and “environmental resilience” in Armenia.

DOGE carried out the “supplemental review of remaining foreign assistance grant programs” after the State Department completed its initial foreign funding review in late February, an internal State Department memo obtained by the Free Beacon shows. This round of cuts comes after an initial DOGE review saw the State Dempartment identify $60 billion worth of foreign grants for elimination.

Secretary of State Marco Rubio posted on X to highlight the action, saying, “We are cleaning up the mess left by the previous administration”:

Under my direction, the @StateDept has canceled another 139 grants worth $214 million.

The American taxpayers should not be funding misguided programs like “Building the Migrant Domestic Worker-Led Movement” in Lebanon or “Get the Trolls Out!” in the United Kingdom.

According to the Free Beacon, many of the latest round of canceled taxpayer-funded grants related to the media, including a $14.6 million program that supported “expanded newsroom sustainability and engagement” in Moldova; a $5.2 million “media diversity” grant that funded an “anti-disinformation program in the United Kingdom”; a $400,000 “Building Environmental Resilience” grant in Armenia; a $1 million grant “channeling gig workers’ rights” in Brazil; and a $750,000 grant for “building the migrant domestic worker-led movement” in Lebanon, where Hezbollah holds sway over the government.

These latest cuts primarily impact the State Department’s Bureau of Democracy, Human Rights, and Labor, a grantmaking body that came under congressional scrutiny in 2022 for offering taxpayer cash to nonprofit organizations engaged in efforts to investigate alleged Israeli war crimes.

Other grants canceled included a $2.4 million initiative to combat “disinformation through creative content” in Belarus and $900,000 to establish a “place for women to join to organize” in Mauritania.

President Donald Trump has been at odds with many players in America’s profitable higher education industry for some time already.

Those campuses frequently were the scenes of anti-Israel protests, even protests in support of the Hamas terrorists in Gaza, who slaughtered 1,200 Israeli citizens in their war-launching attack on Oct. 7, 2023.

That’s resulted in accusations of anti-Semitism, and a demand from Trump that officials running those lucrative institutions balance the equation and protect Jewish students.

Harvard is among those where officials have simply refused to cooperate.

And Trump now has responded.

“Perhaps Harvard should lose its Tax Exempt Status and be Taxed as a Political Entity if it keeps pushing political, ideological, and terrorist inspired/supporting “Sickness?” Remember, Tax Exempt Status is totally contingent on acting in the PUBLIC INTEREST!” he wrote.

Trump already has frozen some $2.2 billion in grants and $60 million in contracts with Harvard, which has been unrepentant.

Harvard President Alan Garber, in fact, said, “No government—regardless of which party is in power—should dictate what private universities can teach, whom they can admit and hire, and which areas of study and inquiry they can pursue.”

The Washington Examiner pointed out that Harvard’s endowment now is in the range of $50 billion, working as a nonprofit.

“Losing tax-exempt status would be another financial blow to Harvard, which receives tax-exempt donations from rich alumni. However, it’s unclear if Trump has the power to make that determination on his own,” the report said. “Almost all colleges and universities in the United States accept federal funding, making them dependent on the government for operations. Trump has sought to use that fact to gain leverage over how they address protest activity and other functions.”

“The showdown will likely continue for at least the next several weeks, if not longer. Two organizations representing the Harvard faculty sued the Trump administration last week over its threats to cut federal funding.”

Trump Medicaid director’s decision to cut child sex-change coverage will save nearly $20 million

The Trump administration’s decision to prohibit Medicaid coverage of child sex change procedures will save taxpayers at least $18.5 million.

Between 2019 and 2023, the total submitted charges for child sex change surgeries in the U.S. amounted to $108,516,134, of which $18,476,978 were submitted to Medicaid, including traditional Medicaid and managed Medicaid, according to data from medical watchdog Do No Harm shared with The Daily Signal.

There were a total of $119,791,202 submitted charges for sex change procedures on minors, including both surgeries and medications in the United States, between 2019 and 2023, according to Do No Harm.

Under the leadership of Dr. Mehmet Oz, the Centers for Medicare & Medicaid Services is urging states against using Medicaid funds for transgender medical interventions for minors.

“As a doctor and now (Centers for Medicare & Medicaid Services) Administrator, my top priority is protecting children and upholding the law,” Oz said Friday.

It is legal for a child to undergo a gender transition in almost half of the states.

Sen. Josh Hawley, R-Mo., had pressed Oz on his past support for child gender transitions. He wrote a series of questions on March 18 about Oz’s past statements expressing support of transgender medical interventions for minors and ambivalence on abortion.

Oz responded to Hawley that his views have changed to be in alignment with those of the Trump administration. President Donald Trump issued an executive order prohibiting federal support for child sex changes on Jan. 28.

The conservative senator praised the Medicaid director for staying true to his promise to protect kids from transgenderism.

“I’m glad to see that Dr. Oz is upholding his commitment to protect children from the radical transgender agenda,” Hawley told The Daily Signal. “Our tax dollars should be used to protect Medicaid and Medicare, not the mutilation of our children.”

On Friday, Oz publicly agreed with Hawley, stating that under his watch, Medicaid won’t fund irreversible child gender transition procedures.

“Medicaid dollars are not to be used for gender reassignment surgeries or hormone treatments in minors—procedures that can cause permanent, irreversible harm, including sterilization,” Oz said. “We have a duty to ensure medical care is lawful, necessary, and truly in the best interests of patients.”

A federal judge has blocked the Trump administration from revoking legal status and work permits for over 530,000 illegal aliens from Cuba, Haiti, Nicaragua, and Venezuela.

U.S. District Judge Indira Talwani, an Obama appointee, ruled Monday that the Trump administration cannot terminate the legal status of the migrants “without case-by-case review.”

The Biden administration program allowed migrants from Cuba, Haiti, Nicaragua, and Venezuela to be flown directly into the interior of the U.S. and granted work authorization. The program was intended to provide “safe and orderly pathways to the United States” for nationals from the four nations under the category of humanitarian parole.

On his first day back in office, President Donald Trump signed an executive order directing the Department of Homeland Security to “Terminate all categorical parole programs,” including the “Processes for Cubans, Haitians, Nicaraguans, and Venezuelans.”

In March, DHS issued a notice announcing the official termination of the program on April 24.

The Trump administration has encouraged illegal aliens who entered the U.S. under the parole program to self-deport before the program expires, but the judge’s ruling suspends the program’s end until further court rulings are made.

“If their parole status is allowed to lapse, Plaintiffs will be faced with two unfavorable options: continue following the law and leave the country on their own, or await removal proceedings,” the judge wrote in her ruling. “If Plaintiffs leave the country on their own, they will face dangers in their native countries, as set forth in their affidavits.”

“For some Plaintiffs, leaving will also cause family separation,” Talwani continued. “Leaving may also mean Plaintiffs will have forfeited any opportunity to obtain a remedy based on their [Administrative Procedure Act] claims, as leaving may moot those claims.”

In the summer of 2024, the Biden administration temporarily paused the parole program due to reports of fraud, but later resumed the program after changes were reportedly made to diminish abuse of the parole program.

Talwani’s ruling comes as a blow to the Trump administration that is aggressively encouraging illegal aliens to self-deports using the CBP Home app or face fines or forced removal.

“Illegal aliens should use the CBP Home app to self-deport and leave the country now,” a Sunday post on the DHS X account reads. “If you don’t, you will face the consequences. This includes a fine of nearly $1,000 per day that you overstay your final deportation order.”

DHS Secretary Kristi Noem has warned that if illegal immigrants don’t self-deport, “we will find them, we will deport them, and they will never return.”

‘A monster’: Illegal migrant convicted of raping, murdering American mother of 5

A jury convicted a fugitive from El Salvador for the rape and murder of a Maryland woman, putting to rest a criminal case that attracted national media attention and became a major talking point in the 2024 presidential campaign.

Victor Antonio Martinez-Hernandez, a 24-year-old illegal migrant, was convicted Monday evening of first degree murder, first degree rape, third degree sexual offense and kidnapping by a Maryland jury for the death of Rachel Morin, the Harford County State’s Attorney’s Office confirmed in a press release. Martinez had unlawfully entered the United States multiple times before the murder and was wanted in his home country for the murder of another woman.

President Donald Trump, who highlighted Morin’s killing during his 2024 campaign for re-election and accompanied her family to numerous campaign events, celebrated the guilty verdict Monday evening.

“Moments ago, the Illegal Criminal, who was allowed into our Country by Crooked Joe Biden, was convicted of the heinous murder of Rachel Morin,” Trump posted on Truth Social. “Rachel was a beautiful mother of five from Maryland, and her life was taken at the hands of a monster who should have NEVER been here in the first place.”

“We will never forget Rachel Morin, and are committed to protecting women like her across our Country,” Trump continued. “We will deport Illegal Murderers, Rapists, and Criminals.”

Morin, a 37-year-old mother of five children, was “viciously” beaten, raped and murdered along a hiking trail on August 5, 2023, prosecutors said. While taking a walk on the Ma & Pa Trail in Harford County, Maryland, Morin was attacked by Martinez-Hernandez, who pulled her roughly 150 feet away from the main trail, according to data on her phone and Apple Watch.

Law enforcement authorities in Oklahoma finally nabbed Martinez-Hernandez in June 2024 and charged him for Morin’s death. Investigators were able to link the Salvadoran national to DNA discovered at the crime scene. At the time of his arrest, he claimed to have never lived in Maryland, but prosecutors produced multiple witnesses and business records proving he was living in Bel Air, Maryland, at the time of the murder.

Immigration and Customs Enforcement (ICE) previously confirmed to the Daily Caller News Foundation that Martinez-Hernandez had illegally entered the U.S. on multiple occasions in 2023. Border Patrol agents apprehended him on Jan. 19, Jan. 31 and Feb. 6 of that year, expelling him back to Mexico each time.

He subsequently unlawfully entered the U.S. in February 2023 without detection by Border authorities, according to ICE.

Following Martinez-Hernandez’s arrest, her mother, Patty Morin, became a vocal supporter of Trump’s campaign. Her family said they were “deeply touched” by Trump’s outreach and attended the 2024 Republican National Convention.

The president has consistently highlighted angel families, people whose family members were killed by illegal migrants. The Trump administration earlier in April relaunched the Victims of Immigration Crime Engagement (VOICE) Office, an office dedicated to helping angel family members that was shuttered by the Biden administration.

‘Strange day’: Maine’s demand to have boys in girls’ sports escalates

President Donald Trump has fought to protect girls and women in their sporting events, as leftists try to flood the competitions with boys and men who say they are female.

One state has refused to go along with the president’s executive orders, and now is facing an escalated fight because of the agenda demanded by its governor, Janet Mills, a Democrat who publicly defied the president, threatening that she would see him in court.

Earlier, a variety of federal funding programs for the state were blocked by the president, and now the Washington Stand reports the Trump administration has taken legal action to cut off K-12 funding for the state.

It’s over the state’s promotion of transgender agenda points, in which boys and men are allowed in sports created for females.

The report explained, “The Department of Education announced last Friday that it had initiated an administrative proceeding to terminate all K-12 funding to the Maine Department of Education, ‘including formula and discretionary grants,’ over Title IX violations by allowing males who identify as female to compete against and change in front of girls.”

The federal government is considering legal action by the Department of Justice against state actors.

“The Department has given Maine every opportunity to come into compliance with Title IX, but the state’s leaders have stubbornly refused to do so, choosing instead to prioritize an extremist ideological agenda over their students’ safety, privacy, and dignity,” said Acting Assistant Secretary for Civil Rights Craig Trainor

The situation right now is that the Department of Education has ruled the state is failing to comply with federal government orders.

State officials have doubled down, refusing to resolve the fight.

While state officials have claimed, “Nothing in Title IX or its implementing regulations prohibits schools from allowing transgender [boys] and [men] to participate on girls’ and women’s sports teams,” the report pointed out that the Nixon administration “explicitly enacted Title IX to create adequate funding and a level playing ground for female athletes. Males are not females.”

Nicholas Adolphsen, of the Christian Civic League of Maine, told the Washington Stand, “It’s a strange day when you have to go all the way to Washington, D.C., to be heard — but that’s exactly what Maine people have had to do. While Governor Mills and Attorney General Frey push a radical agenda, doubling down on boys in girls’ sports, President Trump is standing up for Maine’s young women and the basic fairness Title IX was built on. Mills and Frey seem to only be listening to the far-Left — while the concerns of everyday Mainers are being brushed aside.”

The fight is expected to reach the U.S. Supreme Court.

Already, U.S. Department of Agriculture Secretary Brooke Rollins halted some funding of unspecified “administrative and technological functions in schools,” the report said. And the USDA paused $100 million to the University of Maine System, later allowing it to be disbursed.

The federal government also has halted some funding to Maine prisons.

WND reported when Mills was at a National Governors Association attended by the president and shouted, “See you in court” at him.

It’s not the only fight triggered by the state’s leftist officials. Democrats in the legislature have ruled that a representative from one district who criticized the transgender agenda has no right to represent her constituents and cannot vote on legislation, or speak in the legislature.

Courts already are reviewing those restrictions on First Amendment rights.

Keep Kids First: New plan protects faith standards of Christian adoption organizations

One of the strategies used by LGBT radicals across the nation has been to push for government rules that require private groups to support the leftist agenda.

For example, they’ve repeatedly insisted that “nondiscrimination” rules require Christians to promote the alternative sexual lifestyle choices whether they want to or not.

For example, take the case of the big-time LGBT ideologues in Colorado state government who twice tried to force small businesses to promote their ideologies in violation of their Christian faith. The state lost twice at the Supreme Court, and ended up costing the state’s taxpayers millions of dollars for the officials’ campaign to impose their own personal beliefs on citizens.

In the adoption arena, they’ve uses the same “nondiscrimination” agenda to try to demand that those Christian faith-linked groups place vulnerable children with LGBT individuals. They still try, despite the Supreme Court already having ruled that the city of Philadelphia violated constitutional religious protections when it cut ties to a Catholic adoption organization that declined to place foster children with same-sex duos.

Now one state has taken specific action to protect those adoption and foster care organizations.

The Christian Post reports Arkansas Gov. Sarah Huckabee Sanders has signed into law Act 509 after lawmakers overwhelmingly adopted it.

The Keep Kids First Act now bars the state from requiring faith-based organizations to “perform, assist, counsel, recommend, consent to, refer, or participate in any placement of a child for foster care or adoption when the proposed placement would violate the private child placement agency’s sincerely held religious or moral beliefs.”

Also now banned is government action “against an adoptive or foster parent on the basis of their religious beliefs or ‘[r]efusal to accept or support any government policy regarding sexual orientation or gender identity that conflicts with’ their ‘sincerely held religious beliefs,’” the report explained.

It states, “The state government shall not establish or enforce any per se standard, rule, or policy that precludes consideration of a current or prospective foster or pre-adoptive parent for any particular placement based in whole or in part on the person’s sincerely held religious beliefs regarding sexual orientation or gender identity.”

Greg Chafuen, of the ADF, which has battled such issues in court, said, “Every child deserves a loving home that can provide them stability and opportunities to grow. Yet other states have put politics over people by excluding caring families and faith-based adoption and foster care organizations from helping children find loving homes.”

He said he’s thankful “Arkansas has taken the critical step to pass HB 1669, the Keep Kids First Act, which prioritizes the well-being of kids by prohibiting state and local government officials from discriminating against adoption and foster care providers and parents simply because of their religious beliefs and moral convictions.”

Leftists dislike the religious rights protection, with the Arkansas ACLU claiming the law is “harmful.”

The organization said the state instead should be demanding “affirming” families for children.

“Affirming” is a word used by leftists to describe those who support radical treatments for children caught up in the transgender agenda, including body-altering drugs and mutilating surgeries.

The report noted the Philadelphia decision from the Supreme Court, in 2021, where the justices found the city could not legally exclude Catholic Social Services from its foster program only because the organization refused to place children with same-sex duos.

The opinion noted the city was violating the First Amendment.

“Government fails to act neutrally when it proceeds in a manner intolerant of religious beliefs or restricts practices because of their religious nature,” wrote Chief Justice John Roberts for the court opinion.

‘Build real roofs with real beds’: Major state proposes bill for people to live in their cars

Democratic California Assemblyman Corey Jackson introduced a bill making it easier for some college students in the Golden State to live in their cars on campus parking lots.

The legislation would apply to five California State University (CSU) locations as well as 20 California Community Colleges (CCC). Nearly half a million CCC students experienced homelessness in 2023 per a report from the California Legislative Analyst’s Office.

“While emergency shelter in a vehicle is not ideal, it seems just a student knowing they may have a place to shelter, will go a long way to stabilizing their health and providing additional time to find a long-term housing solution,” Jackson said in a hearing last summer.

Jackson’s bill, which cleared the Assembly Higher Education committee along party lines last month, was delivered as his proposed solution to the housing crisis California students are currently facing. The legislation would require that pilot parking programs be kickstarted by July 2025, providing space for homeless college students to park on campus and live out of their vehicle.

Rather than having to stay in their vehicle off campus where Jackson argued might be unwelcome or unsafe, the program seeks to give students a secure location to live out of their cars. Jackson made it known this is not a forever-solution, but rather an immediate response for people unable to maintain the skyrocketing rent prices in the state.

The housing crisis is being felt by college students across California; 19% of students experienced homelessness and 60% felt housing insecurity, according to the Hope Center and the CCC, and approximately 30% of students were fully responsible for their housing expenses. Within the last decade, student homelessness has increased 48%, per the University of California at Los Angeles.

However, the proposal does not seem to sit well with the CCC. Nune Garipian, policy and advocacy manager with the Community College League of California, relayed concerns to lawmakers during a hearing over the bill last summer. Garipian listed numerous housing services community colleges already provide students, such as hotel vouchers, rental subsidies and rehousing programs, with concerns stemming from the bill diverting funds away from colleges’ existing programs.

“Establishing an overnight student parking program would require significant financial and administrative resources to ensure that students have a safe, clean and secure place to sleep at night,” Garipian said. “Our colleges unfortunately just do not have these resources available.”

Nonetheless, one school gave it a shot. Long Beach Community College (LBCC), a school with over 40,000 students and no on-campus housing, did a trial run of the proposal in 2022 after discovering that over 70 of their students were sleeping in their cars.

LBCC’s Safe Parking Program, which cost $200,000 to launch and maintain, only applied to students without children or spouses, and allowed students to stay at a parking structure on campus seven nights a week between 10 p.m. and 7 a.m. Wi-Fi and restrooms were provided, and campus showers were open for the students from 6 a.m. to 8 a.m. daily.

The program was run in partnership with Safe Parking LA, an organization that provides safe overnight parking for those living in their vehicles, and security was overseen by the campus police office.

LBCC’s superintendent-president Mike Muñoz also experienced housing insecurity throughout college, often having nowhere else to go but the front seat of his car. Muñoz told Politico that by 2028 the school will provide 422 campus housing beds, but some students can’t afford to wait until then.

“I know what that feels like,” Muñoz told the outlet. “For us it was looking at the data in that moment and saying, ‘Hey, we know 70 students with real names and ID numbers that are sleeping in their cars.’”

Republican California Rep. Vince Fong’s district is home to both CSU Bakersfield and Bakersfield Community College — two schools that could potentially provide the overnight parking service under Jackson’s bill.

“Proposals to allow college students to sleep in their cars is a symptom of a housing crisis that is hurting students and everyday Californians. This is a consequence of policy failures coming from a liberal agenda that refuses to allow for the building of more housing, further worsening California’s affordability crisis,” Fong told the Daily Caller News Foundation. “In dealing with a growing housing and homelessness emergency, California doesn’t need more parking lots, we need real solutions that cut red tape and end frivolous litigation so we can unleash housing development and build real roofs with real beds.”

Jackson, LBCC, CCC and CSU did not immediately respond to the DCNF’s request for comment.

No ‘time to convince people of our position’: Jasmine Crockett tells followers to fight Republican ‘sideshow’

Democrat Texas Rep. Jasmine Crockett said Monday evening on a Zoom conference that Democrats don’t “have time” to convince voters of their “position” with upcoming elections but should focus on their friends and families.

Democrats have been attempting to find a unifying message to resonate with their base ahead of the midterm elections, as some have criticized progressive policies. Others have blamed the party’s branding and messaging for their 2024 loss. While joining historian Heather Cox Richardson and Katie Paris, founder and CEO of Red Wine & Blue, a nonprofit organization, Crockett spoke about her experience in office and offered advice to women wanting to speak out against the Trump administration.

Toward the end, Paris and Richardson thanked Crockett for her time before the representative jumped in to say they didn’t have to thank her.

“I know you mentioned earlier the distractions, and it has to be us that keeps everything clear-eyed. We can’t allow the distractions to get us lost in the sauce,” Crockett said. “For so many people, especially when I go out and I talk about the various things that we allowed them [Republicans] to distract us with and divide us with.”

“One of the things that I tell people all the time is ‘Tell me what that had to do with the things that matter in your life, whether it was the trans kids,’ right?” Crockett asked. ‘”Tell me if they’re the ones that are firing y’all from y’all’s jobs right now. Tell me if they are the ones that are threatening to take the Medicaid, the Medicare, or the Social Security. Tell me how that impacts.’”

Since former President Donald Trump’s November 2024 win, Crockett has become a vocal critic of the president and said in a March interview that her priority is resisting Trump rather than passing legislation in Congress.

The Texas representative went on to say that she’s not the “type of person” to “convince” people of her views.

“It’s not that I’m the type of person that tries to convince people that they have to see the world the way I do. I think that’s where we kind of get lost because we want to say this is only right. This is civil rights. This is what we should do, right? But we ain’t got time to convince people of our position,” Crockett said.

“What we do have time to do is just be honest about it and say the reason you may be losing your farm has nothing to do with that trans kid that you thought you were voting against,” Crockett said. “The reason you may be losing your farm has nothing to do with the war, right? Because I know how passionate people were about the war as well.”

In March, Crockett came under fire for calling Republican Texas Gov. Greg Abbott, who is confined to a wheelchair, “Governor Hot Wheels” and a “hot ass mess.” While Crockett later said on X that she was not referring to the governor’s paraplegic state, the Republican governor shrugged off the comment in a Fox News interview.

“So it is so important that we just take the time and focus [on] our friends and our families and our neighbors and say, ‘Yeah, you know, we see the sideshow that they’re putting on.’ But at the end of the day, you tell me what matters most to you,” Crockett said.
