Treasury Secretary Scott Bessent, arguably the greatest Secretary of the Treasury in decades, blasted Democrats and Democratic Attorneys General for taking tariff money from the people and redistributing it to multi-million dollar corporations.
In February, Senate Democrats served the Trump administration notice that refunds should start flowing to U.S. companies who paid for the president’s tariffs.
Democrats do not want to punish China and any foreign countries that flood American markets with their cheap goods. They want to punish Trump and America for placing tariffs on foreign competitors.
The US Supreme Court gave Democrats a lifeline. The court ruled 6-3 that Trump lacked the authority to invoke the International Emergency Economic Powers Act (IEEPA) to impose tariffs in support of American workers.
Following the SCOTUS ruling, FedEx, Target and other multinational corporations sued the Trump administration for a refund.
So Democrats got their wish and the money was stripped from US coffers and redistributed back to multi-nationals.
On Thursday, Treasury Secretary Bessent was asked about the massive $1 billion refund given to Target.
Reporter:  Target received a $1 billion refund for tariffs. What does that say about the size— besides the fact that it was done so quickly and efficiently, the refund— but what does it say about the amount of Chinese-made goods and foreign-made goods that our retailers are still selling in the United States?
Secretary Bessent:  Yeah, well, what it says is that the Democratic attorneys general who filed a ridiculous lawsuit against this administration wanted the money to go back to the payer of record. So that is corporate welfare.
The American people had that money. And if I hear another Democratic legislator say— make the inane remark, the American people should get the money – the American people had the money in the U.S. Treasury, and we were forced to give it back.  But using the 301s, which have survived more than 5,000 suits, that we will get that tariff income back.
But what you are seeing is that we don’t know the discount that Target got from the Chinese suppliers. So— You know, this is a corporate bonanza, which I said it would be at the time.

Food Supply Alert: Ukraine Grain Exports Collapse As Black Sea Attacks Choke Global Shipments

Upward momentum in agricultural prices, as tracked by the Bloomberg Agriculture Spot Index, should be ringing inflationary alarm bells. The breakout comes just one week after JPMorgan analyst Nora Szentivanyi warned that the next global food crisis could materialize as early as next year.

Multiple shocks are converging all at once across the global food complex, including continued disruptions in the Strait of Hormuz, rising El Niño risks, and adverse weather across the US agricultural belt.

This note focuses on another emerging chokepoint: Europe’s breadbasket, where intensifying attacks in the Russia-Ukraine war have shuttered critical Black Sea grain export terminals.

Reuters reports that global wheat importers are preparing for tighter supplies and higher prices as tit-for-tat attacks on Black Sea ports and bulk carriers continue to disrupt shipments during the region’s peak export season.

Those attacks have shuttered grain terminals and forced shippers to delay or cancel dozens of cargoes. Ukraine reported 35 attacks on vessels in port, 22 at sea, and 67 against port facilities in July, compared with just 14 such incidents during all of 2025.

Ukraine has damaged Russia’s grain export terminals in an attack on the Novorossiysk port, while Russia has struck grain infrastructure in Ukraine’s Odesa region. Asian processors booked between 2 million and 2.5 million tons of Black Sea wheat for delivery from July through September, representing about 30% to 50% of regional import demand, according to Singapore-based traders. Traders are fretting over some grain shipments won’t arrive in time because of the widespread disruptions. 

At the importer level, Egypt and Indonesia are among some of the top countries exposed to Black Sea shipments. Egypt, the world’s largest wheat importer, sourced more than 82% of its first-half imports from Russia and Ukraine. Indonesia contracted for roughly 600,000 tons from suppliers in the region for delivery in July to September.

One Singapore-based trader who sells Black Sea wheat to millers in Asia told the outlet, “The cargoes were due to start arriving from mid-August, but many ships could not go in to load. Buyers are thinking about replacing some of these cargoes with other origins, such as Australia, North America and Argentina.”

Maxence Devillers, a grain analyst at Argus Media, said buyers facing delayed or entirely canceled shipments from the region “will have to find other solutions by the end of the month.”

Separately, Bloomberg pointed out that Russian attacks on Odesa have nearly halted Ukraine’s grain exports this peak harvest season. Total grain shipments from Ukraine have amounted to about 500,000 tons since the start of August, equivalent to roughly 20% of the country’s potential exports. The Greater Odesa ports normally handle about 90% of Ukraine’s grain shipments. 

The escalating Black Sea attacks across Europe’s breadbasket have pushed Chicago wheat futures to a two-year high.

A broader gauge of agricultural commodities, the Bloomberg Agriculture Spot Index, is also breaking out, signaling real-time inflationary pressure building at the raw-material level of the food system.

A Philadelphia woman’s art school training came in handy in an unexpected way as she was chased through the streets of Philadelphia by a man wearing a doll mask.Jameka Wilson, a 25-year-old Philadelphia-based actress, said a man in what police described as a “Chucky” Halloween mask chased her while she was on her way to an early morning workout class on Wednesday, Aug. 12. RINO Senate Majority Leader John Thune is now telling frustrated Republican voters to redirect their anger away from Senate Republicans and toward Democrats after the GOP-controlled chamber failed to send President Trump’s SAVE America Act to his desk.
The South Dakota RINO argued that Republicans should stop fighting among themselves over the stalled election-integrity legislation and instead use the bill as a campaign issue ahead of the November midterms.
And Thune once again made clear that he has NO intention of eliminating the legislative filibuster to get Trump’s election legislation across the finish line.
The SAVE America Act would require proof of U.S. citizenship to register to vote in federal elections and impose photo-identification requirements for voting. Republicans currently control the Senate, but the legislative filibuster generally requires 60 votes to advance major legislation.
President Trump has repeatedly demanded that Thune and Senate Republicans find a way to pass the legislation and has publicly called for terminating the filibuster if necessary.
Speaking to reporters, Thune said:

“First is, there are no Democrats who are gonna vote for this. All 47 voted against the SAVE Act five times. So, let’s make this an issue in the campaign. How about we go out and turn our fire on Democrats and make it about them opposing the SAVE Act?
He’s turned fire on you. So we’re not—that’s the point. So we’re not getting any Democrats.
The second thing is, we are not getting rid of the legislative filibuster. The votes aren’t there to do that. I’ve made it abundantly clear many, many times. And it seems to me, some days, that I’m the only one here who can count to 50 in this town.
But we don’t have the votes to get rid of the filibuster, and there aren’t—we aren’t flipping 10 Democrats to vote for the SAVE America Act.”

In an interview with Fox News, Thune criticized Democrats for being out of touch with the American people.
“The president made the argument, ‘Well, pass the SAVE America Act, it will motivate our base,’” Thune said. “Yeah, but I think the base can be plenty motivated by other issues, and particularly by the president getting out there on the campaign trail and telling them why it’s important that they elect Republicans to the Senate.”
Thune continued:
“Everybody has their own ideas about how best to communicate our message, but I think our message between now and November ought to be why the Democrats are completely out of step with the American people and why we need to elect more Republicans so we can do things like the SAVE America Act.”

Thune said, “Why not turn [the SAVE America Act] into a campaign issue,” and argued that the key to winning out this cycle will be independent voters who aren’t moored to either party.
But the Beltway issues, like nuking the filibuster and squabbling over legislation that has stalled since March, aren’t helping make the case to those voters, for now, that Republicans should be in charge.
“If you look at Maine, in North Carolina, in Ohio, in Iowa, in Alaska, you know, it’s the Indy voters, it is the middle of the electorate, and we are not talking to them when we are arguing with each other over whether or not to eliminate the filibuster,” Thune said.
“I mean, that’s just not an issue that’s going to win the hearts and minds of the American people in November,” he continued. “So, I’d turn my fire on the Democrats, attack them for being against something that is fundamentally straightforward, simple to understand for the American people, and realize that the best way to get the SAVE Act across the finish line is to elect more Republican senators.”

Democrats absolutely deserve to be hammered for opposing proof of citizenship and photo ID. Every vulnerable Democrat should be forced to explain why noncitizens should not have to prove their eligibility before entering the federal voter-registration system.
But Senate Republicans cannot expect the base to ignore their own failure to break the logjam. The American people gave Republicans control of the Senate to fight, and they failed horribly.
