Social Security Is Ending Phone Applications. Millions of Americans May Now Need to Apply in Person

The Social Security Administration is ending a decades-long service that allowed people to apply for benefits over the phone — a move that, by the agency’s own estimate, would force millions of Americans to have to apply in person at a field office.

The agency announced Tuesday that, starting March 31, Social Security applicants will need to verify their identities using online ID-verification software before receiving benefits. And if they can’t access or complete the online verification, they must travel to the nearest field office to apply in person. Any changes to a beneficiary’s direct deposit settings will require the same process.

“This change could push Social Security Administration services, already at the brink, to the point of crisis,” says Kathleen Romig, director of Social Security and disability policy at the left-leaning Center on Budget and Policy Priorities.

Lee Dudek, acting commissioner of Social Security, said on a press call that the changes are intended to curb fraud and that the agency deals with more than $100 million in direct deposit scams each year.

However, consumer advocates tell Money that the changes will have major consequences for Social Security’s 70 million elderly and disabled beneficiaries, who often deal with limited access to technology and transportation.

“For many older adults and people with disabilities, this might be overwhelming,” says Shannon Benton, spokesperson for the nonprofit advocacy group The Senior Citizens League (TSCL), “especially if they have limited experience with technology or struggle with mobility.”

The policy shift is estimated to cause more than 4 million elderly or disabled people over the next year to make in-person appointments with the Social Security Administration, according to an internal estimate by Doris Diaz, the agency’s acting deputy commissioner for operations.

The Washington Post reported that Diaz said in an internal memorandum that the removal of phone applications would additionally result in longer wait times, longer processing times and more “challenges for vulnerable populations.”

The change comes as ‘a total surprise’

In crafting the new policy, the Social Security Administration did not use the official rulemaking process, which typically takes a year or longer and incorporates feedback from stakeholders such as beneficiaries, consumer advocates and other groups.

In part, that’s why Tuesday’s announcement from the Social Security Administration came as “a total surprise” to AARP, the nonprofit organization said in a statement, adding that the two-week notice is “an impractical fast-track.”

“SSA needs to be transparent about its service changes and seek input from the older Americans who will be affected,” said Nancy LeaMond, AARP’s chief advocacy officer. “Any delay in Social Security caused by this change can mean real economic hardship.”

Similarly, The Senior Citizens League tells Money that it “was taken aback by how quickly the new Social Security rule is being implemented.”

“We have long advocated that any changes to benefits or procedures be implemented slowly and with careful consideration,” Benton with TSCL says. “This change is unduly harsh.”

What applicants can expect

Starting March 31, phone applications for Social Security benefits — a process that was put in place to improve customer service in 1998 — will no longer be offered.

Applicants after that date must first prove their identities using online verification software through ID.me or Login.gov.

The online process now includes creating an account with one of those two services, verifying your email address, scanning a government-issued ID and taking a selfie photo that is used to compare against your ID.

Internet service, a computer and a smartphone are typically needed to complete the steps above. In some cases, a video call with an agent may be necessary if the software isn’t able to automatically validate your facial features. In lieu of those methods, your identity may also be verified at a local post office. (Note: The post office can only assist in setting up your verified account — not with applying for Social Security benefits.)

Consumer advocates are worried that this tech-heavy process will bar many older and disabled Americans from getting the benefits they qualify for.

“For people who don’t have smartphones, or who have cognitive or motor skill problems — which includes many seniors and people with disabilities — using these tools will be impossible,” Romig says.

The alternative is applying for benefits in person at one of the Social Security Administration’s field offices. Romig notes that these offices recently stopped accepting walk-ins. So you will need to first call 1-800-772-1213 to set up an in-person appointment.

On Thursday, the estimated hold time to set up an appointment by phone was over 120 minutes, and the “request a call back” feature on the SSA’s website was disabled. Typically, appointments are booked a month or more out, Romig says. Once all documents are properly submitted, the SSA takes about six weeks to process retirement benefits requests and six to eight months for disability benefits.

Proposed staff and facility cuts as part of austerity measures identified by the so-called Department of Government Efficiency are expected to worsen the wait times.

Spending cuts to Social Security include the dismissal of roughly 7,000 agents and the closure of six of the agency’s 10 regional offices. Additionally, the Associated Press identified 47 local field offices that have been selected to shut down.

Even before those closures, some rural residents don’t have a Social Security office within hundreds of miles. An AARP spokesperson told Money that residents in Nevada, in particular, may be stranded.

On Wednesday, AARP’s Nevada State Director Maria Moore said in a statement that the policy “to force in-person visits will cause substantial problems.”

“In Nevada,” Moore said, “some residents must travel as far as 300 miles or four hours to reach the nearest SSA office.”

According to the AP’s list, Nevada is among the states with a field office shutting down later this year.

How will the Singapore Yachting Festival 2025 differ from last year’s edition?

As a yachting showcase, the Festival continues to attract more Asia-Pacific premieres, reinforcing its role as a key platform for yacht debuts in the region. On display at the centre of the on-water exhibition is the 56m Echo Yachts catamaran Charley 2 and innovative yacht designs from 10m day boats to 20m enclosed flybridges, offering buyers more variety and advanced features.

Multihulls are dominating the show, with 16 models ranging from 15-50m, reflecting their popularity in the region, and more 25-40m production superyachts will be on display signalling a growing market interest in larger luxury yachts in larger luxury yachts.

As Regional General Manager, Marina Division at SUTL Enterprise since October 2023, you look after marina operations, business developments and events management. How did your scope evolve?

As General Manager of ONE°15 Marina Sentosa Cove, I was responsible for overseeing day-to-day operations as well as driving the growth, expansion, and strategic direction of marina operations, consultancy, and regional development for over a decade. This experience enabled me to combine operational expertise with a deep understanding of boating culture and luxury lifestyle trends, ensuring that our marinas consistently deliver world-class experiences.

My new portfolio covers three areas: marina management, marina development, and the newly created events management arm. This role has taken me beyond the shores of Singapore, and I am now able to forge strategic partnerships across the Asia-Pacific region through various business engagements. Client interactions originally meant for exhibiting at the SYF have become great connections and contact points for potential marina developments around the region, and vice versa. We hope to bring more ONE°15 Marinas to our boaters in the region soon.

In your role, you have identified and evaluated potential marina properties and sites globally and across the Asia-Pacific region to expand the ONE°15 Marina portfolio. In your view, which projects present the best growth opportunity?

We see significant growth opportunities in markets such as Thailand, Indonesia, and Malaysia offer varied and pristine cruising grounds and rising interest in luxury yachting. For instance, Phuket is a high-potential location due to its strategic position and popularity among superyacht owners, so there is demand for additional berthing capacity.

Most interesting perhaps is what’s happening in Hong Kong, where around three to four marina sites have been identified by the government for potential development into yachting facilities. That’s extremely rare for this established boating market.

What have been the results and response to the ONE°15 Marina Sentosa Cove upgrade and reconfiguration since 2019 to better accommodate superyachts and enhance the marina’s facilities?

The response has been overwhelmingly positive. The SG$7 million (US$5.25 million) upgrade allowed us to accommodate a greater number of superyachts – up to 220ft in length – while enhancing our berthing capabilities and onshore amenities such as upgraded power pedestals, attentive concierge services, and the introduction of sustainable features have been instrumental in securing our Platinum Gold Anchor Award, Superyacht Ready Accreditation, sustainability certifications and other accolades as a world-class superyacht hub. The feedback from yacht owners and industry partners has been particularly encouraging.

How do you plan to maintain or increase this level of excellence, on the environmental side in particular?

Breaking Free: Healing from cPTSD and Reclaiming My Life

In 2011, my world shattered. My mother passed away, and with her, the fragile scaffolding that held my life together. It wasn’t just grief. It was as if her death unearthed a deep well of pain I had been carrying for years.

Looking back, I can see that I was living with complex PTSD (cPTSD), though I didn’t have the language for it at the time. cPTSD is a condition that often results from prolonged exposure to trauma, leaving deep emotional scars. It manifests as a constant state of hypervigilance, emotional numbness, and difficulty forming healthy relationships.

What I did know was that my inner world was in chaos, and the external one soon followed. The grief triggered a flood of emotions that I couldn’t control or understand.

In the months after her death, I unraveled completely. I blew up my marriage in what felt like a frantic attempt to escape my pain. I pushed people away, made reckless decisions, and sank into a despair that seemed bottomless.

I was living through what some call the “dark night of the soul,” a period of profound spiritual and emotional crisis. At the time, it felt like I was losing everything, but in hindsight, it was the beginning of something much deeper. It became a journey into the core of who I was and a reckoning with the pain I had carried for so long.

Finding the Root of the Pain

When I finally sought therapy, I began to understand the roots of my suffering. Growing up, my relationship with my mother was complicated. She could be physically harsh, and there were no displays of affection or love. I don’t recall hugs or comforting words, and as a child, that left me feeling unseen and unworthy.

Everything began to change when I was in my twenties and my mother was diagnosed with cancer. It was as if the illness softened her, and for the first time, I began to see a different side of her. She became a wonderful grandmother. She was gentle, patient, and loving in ways I hadn’t experienced as a child.

When my mother passed, I was overwhelmed by a tidal wave of grief that felt far too immense for the relationship we’d shared. Even a friend remarked on it, leaving me grappling with a mix of confusion and guilt.

But my therapist offered a perspective that changed everything. This grief wasn’t just about losing my mother. At its core, it was the raw mourning of a lifetime of unmet needs: the love, safety, and connection I had longed for as a child but never received. It was the ache of realizing that door was now closed forever.

The cPTSD diagnosis was, in some ways, a relief. It gave me a framework to understand the hypervigilance, emotional flashbacks, and deep sense of unworthiness I had carried for so long.

But understanding wasn’t enough. Despite the insights therapy gave me, I still felt trapped in my pain. It was like standing at the edge of a vast chasm, seeing the life I wanted on the other side but having no idea how to cross it.

That’s when I met my yoga guru, a man whose wisdom became a bridge to healing. Through his teachings, I learned to hold my past with compassion, to forgive where I could, and to see myself as worthy of love and peace.

The First Lesson: Be

Working with my teacher, I was desperate for relief. I wanted him to give me a roadmap, a step-by-step plan to fix what was broken. Instead, he offered me something far simpler, and infinitely more challenging.

“Be,” he said during one of our first sessions. “Just be.”

At first, I didn’t understand what he meant. Be what? Be how? I was used to striving, fixing, doing. The idea of simply being felt foreign and, frankly, useless.

But he was patient. He encouraged me to sit with myself, to notice my breath, my body, my thoughts, and my emotions without trying to change anything. In those early days, the practice felt unbearable.

My mind was a whirlwind of guilt, shame, and grief. Sitting still felt like sitting in the middle of a storm. But slowly, I began to notice something. Beneath the chaos, there was a quiet stillness. A presence that wasn’t swept up in the storm.

For the first time, I began to glimpse the part of me that wasn’t defined by my pain.

The Second Lesson: Be With

“Be with what arises,” my teacher would say. “Don’t push it away. Don’t cling to it. Just be with it.”

This was perhaps the hardest lesson for me. My instinct was to avoid pain—to distract myself or numb the discomfort.

But my teacher gently guided me to do the opposite. He encouraged me to meet my emotions with curiosity instead of resistance. One day, I told him, “I can’t stop feeling this sadness. It’s like it’s swallowing me whole.”

He nodded and said, “Then be with the sadness. Sit with it. Let it show you what it needs to show you.” So I did. I sat with my sadness, my anger, my fear. I stopped trying to fix them or make them go away.

And as I did, I began to notice something profound: the emotions weren’t as overwhelming as I had feared. They ebbed and flowed like waves, and when I stopped resisting them, they began to lose their grip on me. I realized that my suffering wasn’t caused by the emotions themselves but by my resistance to them.

By being with them, I allowed them to move through me instead of staying stuck inside me.

The Third Lesson: Let It Be

The final lesson my teacher gave me was perhaps the simplest and the most profound: “Let it be.” This wasn’t giving up or resigning myself to suffering. It was acceptance.

Not in the sense of liking or approving of everything that happened, but in the sense of allowing life to unfold without clinging to how I thought it should be.

One day, during a particularly difficult meditation, I found myself flooded with memories of my mother. The grief was overwhelming, and I wanted to push it away. But my teacher’s words echoed in my mind: “Let it be.”

So I did. I let the memories come, the grief wash over me, and the tears fall. And then, as quickly as it came, the wave passed. In its place was a quiet stillness, a sense of peace I hadn’t felt in years.

Letting it be didn’t mean I stopped feeling grief or sadness. It meant I stopped fighting against them. I stopped clinging to the idea that I needed to be “healed” or “fixed” to be whole.

I began to trust that I could hold space for my pain without being consumed by it.

The Freedom of Letting Go

Through these lessons—be, be with, let it be—I began to experience a freedom I never thought possible. I realized I am not my pain. I am not my past. I am the awareness that holds all of it.

Healing wasn’t about erasing my trauma. It was about integrating it, making peace with it. I no longer had to be defined by the pain of my past.

Lessons for You

If you’re going through a similar storm, here are some insights that helped me:

  • Be present: Start by simply being with yourself. Notice your breath, your body, and your emotions without judgment.
  • Be with what arises: Allow your emotions to surface without trying to fix or change them. Meet them with curiosity.
  • Let it be: Accept life as it is. Don’t fight against it. Let things unfold without trying to control them.
  • Trust the process: Healing is not a quick fix. Be patient with yourself, knowing that in time, the storm will pass.

The dark night of the soul wasn’t the end for me. It was the beginning of something much deeper.

If you’re in the midst of your own crisis, remember, you are not your pain. You are the vast sky that holds it all. And within that sky, there is a peace that no storm can take away.
