The Trump administration is asking the Supreme Court to “segregate” more than 20,000 mail-in ballots in California ahead of Tuesday’s midterms.

RNC Chair Warns Republicans Have Voter Turnout Problem
Republican National Committee Chair Joe Gruters said Sunday that his party faces a voter turnout problem two days before the midterm elections, as public polling and forecast models show Democrats favored to win control of both chambers of Congress.

Gruters made the remarks on NewsNation’s The Hill Sunday after host Chris Stirewalt asked him point blank.”Yes, but Democrats tend to turn out early,” Gruters said. “We tend to vote on Election Day. We expect large turnouts across this country. We know our base is motivated.”The RNC chair echoed a warning Sen. Ted Cruz (R-Texas) issued to GOP voters days earlier. “If our voters turn out, we win,” Gruters said. “That’s what Sen. Cruz is trying to communicate. You can’t sit back and think that we’re going to win if you don’t show up to the polls.”On Friday’s episode of his podcast, The Verdict with Ted Cruz, the Texas senator said “massive Democratic turnout” could produce a “bloodbath” for Republicans. “Democrats are showing up, they’re energized, they hate, hate, hate Donald Trump,” Cruz said. He added, “If the election were over today, if just the early votes that have been cast so far are counted, Republicans would lose massively.”An Emerson College Polling survey and a CNN/SSRS poll each show Democrats leading Republicans by 10 points. Decision Desk HQ, the polling partner of The Hill, gives Democrats an 83% chance of winning the House and a 62% chance of winning the Senate.Gruters pointed to the president’s campaign schedule as the party’s response. “That’s why the president’s out there every single day being an absolute machine,” he said. “We have to win this race, and in order to do that, we need our voters to turn out on Tuesday.”Trump has held rallies for GOP candidates across the country, and the RNC announced Thursday that he would hold tele-rallies for 19 states. “Voters across the country want to hear from President Trump before Election Day, and this 72-hour sprint will be a huge boost in the closing days,” Gruters explained.Pollster Frank Luntz made a similar case last month, saying the election hinges on whether the president’s voters show up.In an interview on NewsNation, host Leland Vittert asked Luntz whether polls capture the Republican vote. Vittert cited ColdSpark interviews across five Pennsylvania Senate districts in which Democrats who had voted in each of the last four elections turned out at 129% over quota, compared with 2% over quota for Republicans with the same voting record.”It says that the Democrats are participating, are prepared to participate, and that the Republicans, low-propensity voters, except in the presidential race, are still less likely to participate,” Luntz said of the data. The pollster described the president’s presence on the trail as a factor that works in both directions. “Donald Trump is magic to his voters. When he speaks, they listen, and they don’t hear anyone else,” Luntz said. “Here’s the problem. He’s also magic to people who don’t like him, who are more likely to participate because they’re thinking of him.”Luntz also cautioned against forecasts of a Democratic wave. “Be very careful about this. I think a lot of pollsters are gonna look awfully stupid on Election Day because they’re so out there with their projections,” he said. When Vittert asked if he meant pollsters forecasting a blue wave, Luntz agreed, while acknowledging that Democrats hold an edge in both chambers. He pointed to the closing stretch of the 2024 campaign as evidence of a Republican opening. “But I’m telling you, Leland, there is a significant chance that the Republicans can recapture that vote because in the end, in 2024, in the last, let’s say, 10 days, Republicans won Latino votes that they had never won before,” Luntz said. “They won union votes that they’d never won before. And they won younger males under age 30 like they’d never done before.”Are the pollsters undercounting Republicans? @FrankLuntz joins @LelandVittert pic.twitter.com/OQxk84GLsX— On Balance with Leland Vittert (@NewsNationOB) October 14, 2026Luntz also appeared on CNN and cautioned against predictions of a blue wave.”We know that they don’t respond to phone calls,” Luntz told CNN’s Boris Sanchez. “We know that in the exit polling back in 2016, and I say this publicly because I want people to hear this. You know, I teach at West Point. I cannot lie, cheat, or steal. The cadets can’t. I can’t. I got 2016 wrong. I believed in the exit polls. Trump voters walked away, refused to participate because they thought that it was against them.”Luntz conceded the polls could be right, but he didn’t sound convinced, and he believes pollsters haven’t accurately measured turnout.”And turnout determines everything,” Luntz said. “And I ask the viewers, pay attention to how they’ve asked the questions about turnout. It’s not whether you say you’re going to vote or not, because people lie.”💥Frank Luntz *DUMPS COLD WATER* on CNN viewers’ dreams of blue wave💥Luntz warned Trump voters “don’t respond” to pollster phone calls. He admitted he “got 2016 wrong” because he trusted the exit polls.Luntz asserted he is “skeptical” the current polling is accurate…. pic.twitter.com/uDYItXrxrw— Jason Cohen 🇺🇸 (@JasonJournoDC) October 18, 2026Luntz’s point about turnout lines up with the case Gruters made on Sunday, when he said Republicans win if their voters show up. With Trump’s tele-rallies set to run through Election Day, the RNC chair said the party needs its base at the polls Tuesday.

U.S. Supreme Court rejects DOJ’s bid to force California to segregate 20,000 ballots mailed to noncitizens
The US Supreme Court on Monday denied the Trump Administration’s last-minute bid to force California to segregate 20,000 ballots mailed to non-citizens.
“The application for injunction pending appeal presented to Justice Kagan and by her referred to the Court is denied,” the unsigned order said with no noted dissents.
The Justice Department recently sued California and Los Angeles County over 20,000 suspected non-citizens registered to vote who have already been mailed ballots.
First Assistant US Attorney Bill Essayli said that voter rolls were compared to USCIS immigration, Social Security and passport records.
After a battle in the District Court with a Clinton-appointed judge, the Ninth Circuit Court of Appeals on Friday night rejected the DOJ’s bid to force California to segregate the ballots in question.
On Friday, in a 2-1 vote, a three-judge panel on the Ninth Circuit Court of Appeals denied the Justice Department’s request to block 20,000 ballots from being counted.
The three judges included: Majority: Mark Bennett (Trump) Gabriel Sanchez (Biden) – Dissent: Patrick Bumatay (Trump).
“Major concerns remain that granting the United States’s requested relief might result in immense hardship to Defendants and harm the public interest by risking the disenfranchisement of eligible voters and putting the entire tabulation process in jeopardy,” the majority wrote.
On Saturday, President Trump fumed over the Appeals Court’s decision to deny the DOJ’s request to segregate the ballots.
“[Bill Essayli] caught a massive number of Illegal Votes, 20,000, but potentially Hundreds of Thousands, and maybe even Millions, and the Court has just ruled against it. Why would they reject fixing Election Fraud?” Trump said.
Earlier Monday the DOJ filed an emergency petition with the Supreme Court.
“In addition, because the United States’ irreparable injury is ongoing, the United States respectfully requests an administrative injunction pending the Court’s consideration of this application,” John Sauer wrote.
“Congress has made it “unlawful for any alien to vote” in any federal election. 18 U.S.C. 611. Enforcing that exclusion of aliens is “part of the sovereign’s obligation ‘to preserve the basic conception of a political community,’”” Sauer wrote.
“The only way to preserve the district court’s ability to grant relief to the United States after a full merits proceeding, therefore, is to segregate the challenged ballots now. That remedy would not cause any undue hardship to California,” the DOJ’s Solicitor General John Sauer wrote earlier Monday in a petition to the Supreme Court.

Nasdaq-100 tumbles into its third correction this year as AI worries mount
The “tech wreck” from October continues. Is a bear market next?
Unprecedented weight-loss drug craze pushing Lilly to near-record highs
Eli Lilly (LLY) rose more than 10% in the past week and closed at $1417.54 on Oct. 30, after the company delivered a strong earnings report. The gain pushed the company’s market value above $1.33 trillion, close to a new record.
The main driver is two drugs you may have heard of: Mounjaro, which treats type 2 diabetes, and Zepbound, which is used for weight loss.
Both of them fall under GLP-1 drugs, a class of medicines that imitate a natural hormone that helps people feel full and eat less. Both are injections, and demand keeps growing. That demand is also showing up directly in Lilly’s results.
After the strong earnings report, Morgan Stanley raised its price target to $1,596 from $1,430, as seen in a Morgan Stanley research note shared with me. That points to an increase of about 13% from Friday’s close.
Morgan Stanley raises Eli Lilly target to $1,596 on obesity demand
In the Morgan Stanley note shared with me, analyst Terence C. Flynn kept his Overweight rating on Lilly. He said the company’s latest results confirm that Lilly’s weight-loss business is still in a strong growth phase.
“We see LLY’s 3Q results and upgraded 2026 guidance as supportive of our positive outlook for LLY’s GLP-1 franchise and the global growth/development of the obesity market,” Flynn wrote in the note.

The company’s third-quarter numbers back up his view. Lilly reported Q3 revenue of $24.4 billion, up 39% from a year earlier, according to the company’s SEC filing.
Then Lilly‘s management raised the company’s full-year 2026 revenue outlook to between $91 billion and $92 billion. Previously, that range was between $85 billion and $87 billion.
One factor that raised management’s confidence was combined sales for Mounjaro and Zepbound, which reached $16.1 billion for the quarter.
Eli Lilly’s weight-loss drugs are driving a record-breaking rally for the stock.Bloomberg / Getty Images
Why Zepbound and Mounjaro keep breaking sales records
Both Mounjaro and Zepbound contain the same active ingredient, tirzepatide, which helps calm appetite and improve blood sugar control.
The reduced appetite helps patients lose weight, and to maintain that control, many people stay on the drug for a long time. So each new user becomes steady revenue for Lilly.
Related: Medicare just handed Eli Lilly a massive weight-loss win
In the United States, Lilly now holds a 63% share of the GLP-1 market. The overall market also grew 32% year over year.
Growth outside the U.S. looked just as strong, and Morgan Stanley now models Lilly’s full incretin and obesity portfolio to reach close to $100 billion in global sales by 2030.
The Medicare bridge program expanding patient access
Another boost to Lilly’s business is the Medicare GLP-1 Bridge program that started on July 1. The Bridge program lets about 20 million older Americans who are clinically eligible get GLP-1 drugs for $50 a month.
Lilly said more than 500,000 patients have signed up for the program already, and 80% of them had never tried a GLP-1 drug before, Yahoo Finance reported.

The Bridge program signals that insurers everywhere might start covering obesity drugs. Lilly’s management told analysts that “all signals suggest that the program will be cost-effective” and that it could lead to permanent coverage.
Risks investors should think about before chasing the rally
Even with its strong performance, Lilly still carries some risks. Flynn has a price target for a bear case that sits at $655, more than 50% below the stock’s current price.
If the company’s next big obesity drug, eloralintide, fails in its late-stage trials, or if rivals catch up, the bear case could play out.
The Motley Fool also pointed out that Lilly now trades at about 42 times forward earnings, which means the company can’t afford a weak result. Any slowdown in performance could quickly knock the stock lower.
The company’s next big test comes at Lilly’s Dec. 7 Investment Community Meeting. On that day, the company will walk investors through its drug pipeline, and I believe that will set the tone for how the stock trades into early 2027.

Russia plotting ‘massive strike’ during midterms, Zelenskyy warns, urges US to stop Putin
Ukrainian President Volodymyr Zelenskyy warned Monday that Russia is preparing a “massive attack” on Ukraine centered on Tuesday’s midterm elections in the United States, accusing Moscow of seeking to exploit the historical vote to unleash strikes while the world’s attention is elsewhere. The Ukrainian leader’s warning came as voters prepared to decide which party controls Congress, a result that could also influence Washington’s future response to Russian President Vladimir Putin’s almost five-year war in Ukraine. In a post on X, Zelenskyy went on to urge the Trump administration to increase pressure on Moscow, warning that Russia could exploit the elections to target Ukraine’s battered energy infrastructure and supply routes.DRONE STRIKE SINKS SHIP IN NATO WATERS AS ZELENSKYY WARNS OF LOOMING ‘MASSIVE STRIKE’”We have intel that Russia is preparing a new massive attack on our country – primarily targeting energy and logistics,” Zelenskyy said in his nightly address.”The assumption is basically that tomorrow the world will be watching the American midterms, and what is happening here in Ukraine, along with our difficulties with air defense and Patriot missiles, will be overlooked.”Zelenskyy’s warning came hours after Russian forces struck a school being used to distribute humanitarian aid in Komyshuvakha, a settlement in southeastern Ukraine’s Zaporizhzhia region. At least 26 people, including police officers and first responders, were killed, five others were injured and others remained missing, according to the Ukrainian news outlet Ukrainska Pravda.ZELENSKYY PRESSURES US AND EUROPE FOR MORE ‘AIR DEFENSE’ ASSISTANCE AMID ONGOING WAR WITH RUSSIAIn his X post, Zelenskyy urged the U.S. and its allies to warn Putin that continued attacks on Ukraine would bring serious economic consequences.”We need signals from the world to Russia that will make them feel that terror is no good, that it will bring no gains, and that as long as this war continues, their oil will burn, and they will not be able to make money doing business with the world,” Zelenskyy warned.”We must not play games with Russia’s oil or gas revenues,” he added.”We must put pressure on Russia in such a way that it has no alternative but to end this war. America can do this.”TRUMP ANNOUNCES IMMEDIATE ENERGY CEASEFIRE BETWEEN RUSSIA AND UKRAINEPresident Donald Trump, meanwhile, has sought to negotiate an end to the war with the help of special envoy Steve Witkoff and Jared Kushner, both of whom have been involved in diplomatic efforts with Moscow.Zelenskyy told Fox News in a Sunday interview that Ukraine would suspend strikes on Russian oil refineries for a month if Washington provided Patriot missile interceptors during the same period, potentially opening the door to diplomacy. The State Department approved the potential sale of 500 Patriot PAC-3 interceptor missiles to Ukraine for an estimated $2.1 billion, according to Reuters. The proposed sale could provide a significant boost to Ukraine’s air defenses if finalized, although the delivery timeline is uncertain.TRUMP SAYS US WILL LET UKRAINE MAKE PATRIOT MISSILES IN MAJOR POLICY SHIFTOn Monday, Ukraine also accused Moscow of exploiting a U.S.-backed humanitarian ceasefire in Oleshky, in Ukraine’s southern Kherson region, to strengthen Russian military positions.Nearly 800 people were evacuated during the six-day humanitarian pause, according to first lady Melania Trump, with the White House clarifying that she helped broker the arrangement.Ukraine’s General Staff accused Russian forces of using the humanitarian pause to rotate troops, reinforce their defenses and improve battlefield logistics.”Under the ceasefire introduced for the humanitarian operation in Oleshky, units of the Defence Forces of Ukraine ensured that the ceasefire was observed and acted exclusively within the framework of the agreements reached,” the General Staff said in a statement on X.”The enemy, by contrast, used the humanitarian pause to improve its positions.”
